NSPD-51, signed by George W. Bush in 2007, authorized emergency federal control over states and even the Constitution in the event of a 'catastrophic emergency' (which, naturally, couldn't be more loosely defined):

"A catastrophic emergency means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.”
